In September 2025, BCCOHP’s former* Inquiry Committee directed the Registrar to issue a citation against Dr. Todd Regnier regarding an own motion investigation directed in July 2019.
*The Inquiry Committee was replaced by the Investigation Committee on April 1, 2026, when the Health Professions and Occupations Act (HPOA) came into effect.
Request for citation
On July 17, 2026, the Registrar requested that the Director of Discipline issue a citation against Dr. Todd Regnier pursuant to s.137 of the HPOA.
Under the HPOA, when the College’s Investigation Committee directs the Registrar to request a citation, the Registrar must send the request to the Director of Discipline and publish the request further to s.256(1) of the HPOA.
Health Professions Discipline Tribunal decision
On July 30, 2026, the Director of Discipline refused the request to issue a citation pursuant to s.162(1)(d) of the HPOA and directed that given the nature, scope and gravity of the allegations, the matter should be disposed of by BCCOHP’s Investigation Committee under Division 14 of the HPOA.
