Background
The BCCOHP investigated John Doe, known as Marco Cruz, DBA (doing business as) Dental Arts, after receiving reports regarding unauthorized practice of dentistry and use of restricted titles at a residential building in Vancouver, BC. BCCOHP attempted multiple times to identify and serve legal documents to John Doe, including cease and desist letters and an injunction, but the identity of Marco Cruz remains unknown.
On February 20, 2026, the BC Supreme Court granted an injunction (the “Injunction”) prohibiting non-registrant John Doe, known as Marco Cruz, DBA Dental Arts, from practicing dentistry; using reserved titles such as “dentist”, “dental surgeon”, “surgeon”, “doctor”, or “dental therapist”; using any name, title, description or abbreviation of a name or title in a manner that expresses or implies that they are entitled to practice dentistry or are associated with BCCOHP. He is also prohibited from recovering any fee or remuneration in respect of the provision of a service that may be provided by a licensee of BCCOHP.

BCCOHP licensees are required to meet rigorous licensing requirements, to pass a multi-component licensing exam, to abide by the Standards of Practice for Oral Health Team and to meet BCCOHP’s quality assurance competence requirements. These licensees are the only individuals who are permitted to use the reserved titles and provide the restricted services set out in the applicable legislation. When an individual unlawfully uses reserved titles, practices dentistry and does not voluntarily agree to cease such activities, BCCOHP may seek an injunction to protect the public and prevent further contravention of the applicable legislation.
