Emmanuel Osaseri has never registered with the BC College of Oral Health Professionals (BCCOHP) and is not authorized to practise as a dental hygienist in this province. The Saanich Police Major Crime Unit has taken action to stop Mr. Osaseri from providing dental treatment to the public.

Investigating reports about possible unauthorized practice is part of BCCOHP’s public protection mandate. “Employers are responsible for ensuring that all the oral health care professionals they hire are registered/certified with BCCOHP. They also need to be confident that anyone they refer patients to for care has been granted the authority to provide that care,” says Dr. Chris Hacker, Registrar and CEO of the BC College of Oral Health Professionals.
Anyone can check the status of an oral health care professional using BCCOHP’s online public register.
Activities that carry risk to the public can only be performed (or delegated by) those who have been granted authority by their regulatory college. Unregistered (unlicensed) practitioners present a risk because they have not demonstrated the skills, qualifications and knowledge to provide ethical and safe care in accordance with the standards set by BCCOHP. Background
The BC College of Oral Health Professionals (BCCOHP) serves the public by regulating 16,000 oral health professionals, including certified dental assistants, dental hygienists, dental technicians, dental therapists, dentists and denturists. There are three main ways that BCCOHP protects the public:
- by ensuring that oral health professionals are able to practise competently,
- by setting expectations for the delivery of safe and patient-centred oral health care, and
- by investigating complaints about oral health professionals.
