Effective April 1, 2024, Dr. Harold Rydell is a former dentist registrant of the BC College of Oral Health Professionals (BCCOHP).
Following a complaint investigation, BCCOHP’s Inquiry Committee directed the Registrar to issue a citation (notice of hearing) against Dr. Rydell. The citation was issued on June 22, 2023 and amended twice following Dr. Rydell’s requests to adjourn the hearing. The hearing scheduled for February 13, 2024 was cancelled when the Inquiry Committee accepted Dr. Rydell’s consent order proposal under section 37.1 of the Health Professions Act (HPA). He has resigned from the BCCOHP register and agreed to never apply for reinstatement as a dentist in British Columbia.
Background
The Inquiry Committee directed an investigation into Dr. Rydell’s conduct in failing to address long-standing dental recordkeeping deficiencies and in failing to respond to the regulator in a timely and substantive manner and to cooperate with complaint investigations, despite entering into two agreements pursuant to s. 36(1) of the HPA.
Admissions and Acknowledgements
The Inquiry Committee determined that Dr. Rydell’s pattern of uncooperativeness demonstrated ungovernability and the recordkeeping concerns had not yet been addressed as a result of his failure to provide a substantive response to those concerns.
Dr. Rydell has admitted to committing professional misconduct in that he:
- failed to respond to the College in a timely and responsive manner; and
- failed to maintain adequate patient records per BCCOHP’s Dental Recordkeeping Guidelines.
He further acknowledged that he has an obligation to respond to the College and that his failure to do so undermines BCCOHP’s ability to effectively regulate its registrants and protect the public interest. Dr. Rydell undertakes that in the future he will respond substantively to any requests in a timely manner.
Resolution
A panel of the Inquiry Committee considered and accepted Dr. Rydell’s proposal for resolution submitted on June 21, 2024, and accordingly issues an Order that Dr. Rydell:
- has irrevocably resigned his registration as a registrant of BCCOHP effective April 1, 2024, and undertakes to never apply for reinstatement of his registration in British Columbia.
This resolves the disciplinary proceeding.
